Rio+20に向けた最初の国際的プロセスとなった、世界中の政府やステークホルダーが
2010年にインプットした内容をもとに、Rio+20国連事務局長が『Rio+20の目的とテーマ』
についてまとめた報告書の一部を掲載します。
NGO連絡会の話し合い等のテーマ別に、報告書にまとめられている論点を抜粋します：

Rio+20/この報告書について
• This present report examines the two themes of the United Nations Conference on Sustainable Development in relation to the objective of renewed political commitment to sustainable development (summary)
• この報告書は、国連持続可能な開発会議（UNCSD）の２つのテーマである①持続可能な開発と貧困解消の文脈におけるグリーンエコノミー（GESDPE）、②持続可能な開発のための制度枠組み（IFSD）について調査、検討するものである。 (summary)
• the question posed here is how a focus on a green economy in the context of sustainable development and poverty eradication and the institutional framework for sustainable development can help to accelerate progress on the sustainable development agenda. (summary)
• 主となる問いかけは、本会議のテーマである①持続可能な開発と貧困解消の文脈におけるグリーンエコノミー（GESDPE）、②持続可能な開発のための制度枠組み（IFSD）が、いかに持続可能な開発の実現を加速化させることができるか、ということだ。 (summary)
• objective: to secure renewed political commitment for sustainable development, reviewing progress and remaining implementation gaps and assessing new and emerging challenges (1)
• 地球サミットの目的は、政治的コミットメントの更新、進捗・ギャップの確認、新たな挑戦への対応 (1)
• sustainable development rests on integration and a balanced consideration of social, economic and environmental goals and objectives in both public and private decision-making. (4)
• 持続可能な開発の実現には、公共もしくは民間による（政策）決定において、社会・経済・環境面の目標・目的が調和され、バランスがとられているか否かにかかってくる。 (4)
• Prior to the Conference (Rio 1992), the predominant discourse was one of trade-offs between economic and environmental goals. The Conference was a major step towards recognizing the importance of synergies. (5)
• 1992年リオ・サミット以前は、環境と経済の二者択一（trade-off）でしかありえないというのが言説であったが、それはリオを機に、相乗効果をもたらすものと考えられるように変わった。 (5)
• Johannesburg, South Africa, in 2002, stressed the social pillar, … economic development is a means to improving human well-being. (5)
• 2002年のヨハネスブルグでは、・・・経済発展の目的はあくまでも人間の幸せ（well-being）のためであることが確認された。 (5)
• Both the Rio Conference and the Johannesburg Summit enhanced appreciation of the importance of healthy ecosystems and a healthy environment to such improvements for present and future generations. (5)
• リオ、ヨハネスブルグともに、これらの実現のために現在、未来において健全な生態系の保全、環境の持続が重要であることを確認した。 (5)
• past 20 years have seen an accelerated process of globalization. … Globalization has brought tremendous benefits for people living in both the developed and developing worlds. … Still, not all have benefited equally and many have benefited little or not at all from this process (7)
• この20年間グローバル化が急速に進み、・・・先進国、開発途上国両者に利益をもたらした。・・・一方でその恩恵を全く受けていない人々も多い。 (7)
• global environmental problems: Climate change, biodiversity loss, disruption of the nitrogen cycle (8)
• 気候変動、生物多様性の損失、窒素循環の崩壊などは地球規模の問題となった。 (8)
• The report of the Secretary-General to the first preparatory session (A/CONF.216/PC/2) provided an overview of developments and issues pertaining to the institutional framework for sustainable development. In relation to the Commission on Sustainable Development, the report reviewed steps taken since the World Summit on Sustainable Development to strengthen the Commission, such as the multi-year programme of work. It also took note of various innovations in the work of the Commission, such as an enhanced role for regional institutions, the role of partnerships, the engagement of major groups in the sessions of the Commission, and the heightened emphasis on implementation of Commission decisions. The report also addressed the issue of the integrative role of the Commission, the apex role of the General Assembly and the contribution of the Economic and Social Council. (90)
• 事務総長報告(A/CONF.216/PC/2)において、開発の概要、及び持続可能な開発のための制度的枠組に関する議題が提示されている。この報告では、持続可能な開発委員会に関し、複数年度にまたがるプログラムなど、持続可能な開発に関する世界サミット以降に進められてきた工程が査察されている。さらに同報告は、増大した地域的組織の役割、パートナーシップの役割、委員会のセッションにおける主要グループの参加、委員会決定の実施の強調など、委員会の仕事における様々な改革にも触れているほか、委員会の集約的な役割、国連総会の最高機関としての役割、国際連合経済社会理事会(ECOSOC)の貢献についても述べている。 (90)
• The report should be read in conjunction with the synthesis report (A/CONF.216/PC/8), based on questionnaire responses received from Member States, major groups and United Nations system agencies (2)
